small/, medium/, large/ PNG directories removed. All icons served
from tango/scalable/ as SVGs with width/height set from isize config.
Tango3 (externals/Tango3) remains as the maintained source for adding
new SVGs.

Iconsets moved here from config/ to be shared across all packages.
tango/ built from Tango3 (externals/Tango3):
  small/   — 1218 PNGs at 16px
  medium/  — 913  PNGs at 24px
  large/   — 1181 PNGs at 32px
  scalable/ — 1219 SVGs (merged from all Tango3 category scalable/ dirs)

gnome and highcontrast removed — too incomplete for current use.
